There were no members of the public present
4. PLANNING APPLICATION
ESS/04/17/BTE/PRE – Tamar Energy Limited, Bluebridge Industrial Estate, Sixth Avenue, Bluebridge Industrial Estate, Halstead, CO9 2SZ. – Potential ventilation stack height increase at Tamar Renewable Power (Essex) Limited’s operational Anaerobic Digestion Plant at Halstead.
There was lengthy discussion after which the Councillors agreed on the following statement:
Halstead Town Council consider that an increase in the height of the ventilation stack would make it an eyesore. A number of measures have already been tried to deal with the odour released, so far unsuccessfully. We would request that Essex County Council consults the Environment Agency. We have strong reservations as to whether increasing the height of the stack will solve the odour problem. There are also concerns about light pollution as the site is constantly lit overnight. Some reservations have also been expressed over the potential violation of human rights due to the constant noise and odour. We have seen no evidence that this is the only technical solution or that it will solve the odour problem. We reserve the right to make further comments after Essex County Council has consulted with the Environment Agency.
