75. APOLOGIES FOR ABSENCE

There were apologies for absence from Mrs H Catley and Cllr K Paisley

 

76. DECLARATION OF INTERESTS

Cllr Mrs J Allen declared a non-pecuniary interest in Agenda item no.5, Planning 14/01190/FUL, as a close friend lives in the Close, and Agenda item no.20, Empire Theatre as she is a Braintree District Council Councillor

Cllr Mrs S Diver declared a non pecuniary interest in Agenda item no.18, Halstead Templars RFC, as she is on the Courtaulds Sports Ground Committee

Cllr Mrs L Hilton declared a non-pecuniary interest in Agenda item no.18, Halstead Templars RFC, as she is on the Courtaulds Sports Ground Committee

Cllr D Hume declared a non-pecuniary interest in Agenda item no. 5 Planning 14/01144/PLD, as various neighbours are known to him as friends and / or relatives, and declared a non-pecuniary interest in Agenda item no. 18 Halstead Templars RFC, as he is secretary of Courtaulds Sports Ground Committee and a ‘vice president’ of Templars Rugby Club

Cllr S Kirby declared a non-pecuniary interest in all planning as he is a member of Braintree District Council Planning Committee and Agenda item no.20, Empire Theatre as he is a Braintree District Council Councillor

Cllr Mrs J Pell declared a non pecuniary interest in Agenda item no.9 Community Hall, as she is Chairman of the Halstead Community Centre Charitable Company, Agenda item no.18, Halstead Templars RFC, as she is Chairman of the Courtaulds Sports Ground Committee, and Agenda item no.20, Empire Theatre as she is a Braintree District Council Councillor

 

 

77. PUBLIC QUESTION TIME

Mrs Helen Wolf asked for clarification of what area the Oak Road Development falls in. Cllr D Hume confirmed it is Greenstead Green & Halstead Rural Parish Council. Mrs Wolf also requested the support of the Town Council in setting up an Oral History Group. All councillors were happy to support the group.

 

Cllr S Kirby read out a statement from PCSO Brian Edwards. He has been a PSCO for eight years in Halstead and has decided to retire. He has enjoyed his time working and has had contact with a great many people . He also wanted to thank the council for their hospitality

All Councillors wanted to wish Eddie all the best in his retirement

 

 

78. MINUTES

To approve the minutes of the Council meeting held on 14th August 2014

Minutes were approved

 

 

79. PLANNING APPLICATIONS

Cllr A Munday took the chair for this part of the meeting

Cllr S Kirby left the meeting

14/01007/ADV – Heard Electrics, 26 Trinity Street, Halstead, CO9 1JA – Replacement fascia sign. Members support Essex County Council’s comments

 

14/01059/FUL – 17 Weavers Court. Halstead, CO9 2JN – Change of use from A1 to A5 and the erection of extraction equipment. Members raised no objection provided they are consulted about the opening hours at a later date

 

14/00550/LBC – 5 High Street, Halstead, CO9 2AA – To change the colour of the timbershop front from brown to off white and repair rotten timber. Members raised no objection

 

14/01122/FUL – Land South of Nether Priors, Colchester Road, Halstead, Essex – Erection of three bungalows with associated driveway. Members raised no objection

 

14/01072/FUL – Flint Cottage, Colchester Road, Halstead, CO9 2ET – Conversion of outbuilding to a semi-detached dwelling. Members raised no objection to the building being converted but agree with Essex County Council comments and suggest Essex County Council and the planners meet to work out a solution

 

14/01144/PLD – 3 Bois Hall Gardens, Halstead, CO9 2HX – Application for a Lawful Development Certificate for a Proposed Development – Erection of boundary fence. Members object on the grounds that it is out of keeping with the surrounding area and would spoil the view of the area

 

14/01156/FUL – Head Street Studio, Head Street, Halstead – Change of use from garage/store to 1 bedroom flat. Members object on the same grounds as to the previous application

 

14/01195/FUL – 115 Hedingham Road, Halstead, CO9 2DW – Erection of single storey rear/side extension. Members raised no objection

14/01190/FUL – 8 Conway Close, Halstead, CO9 1LT – Erection of two storey side extension. Members raised no objection

Cllr D Hume resumed Chair of the meeting

80. MAYOR’S APPOINTMENTS AND ANNOUNCEMENTS

Cllr Mrs J Pell went to Anglia in Bloom Presentation and confirmed that Halstead won Gold for Best Town. Congratulations was given to HiB Volunteers and also Halstead Town Council, Essex County Council and Braintree District Council for all the help provided by the partnership.

81. FINANCE –

A) Concern was expressed about the drop in revenue from the Queen’s Hall.

82. LIST OF PAYMENTS TO BE APPROVED

Payments were unanimously approved

 

 

83. COMMUNITY HALL

Cllr Mrs J Pell Chairman of the Trust reported that four architects have been chosen to be interviewed. The business plan has been sent to Braintree District Counci.

84. YOUTH

Cllr Mrs L Hilton reported that the Youth Council had a meeting this evening and was attended by three young men to discuss the skate park. They have met with Nick Day from Braintree District Council and also have five different grants/funding they can apply for. The Youth Council are going to make a guy for the Public Gardens event and have been working on the Facebook page. Emily attended the Crime Prevention panel meeting and they will be attending the next Full Council meeting.

85. TOWN TEAM

David Gronland recently met with the Town Clerk and Cllr Hume. It was suggested that there should be a meeting arranged between the head of the Town Team, Chamber of Trade and town Council to discuss ideas on marketing Halstead. It was agreed that Alison Jennings from Braintree District Council should be invited to attend a Town Council Meeting, as recent invitations had not been taken up.

86. LIGHTING IN HEDINGHAM ROAD CAR PARK

Discussion took place on the need for lighting. Members agreed to get three estimates for the cost of PIR / Solar lighting

 

 

87. APPOINTMENT OF INTERNAL AUDITOR

Members noted the report and agreed to authorise the Chairman and Town Clerk to appoint a replacement internal auditor

 

88. SHOPFRONT PAINTING GRANTS

The Town Clerk confirmed that he has received three requests for shopfront grants.

Members agreed to extend the scheme by making a further £2,000 available

 

 

 

89. RISK ASSESSMENTS

Cllr Mrs J Pell suggested that the Risk Assessment for the Outings be updated to include that some couriers are First Aid Trained.

90. DATE CHANGE FOR ANNUAL TOWN COUNCIL MEETING

Members discussed confusion of the dates for future meetings. It was pointed out that the published list and dates were agreed.

91. HALSTEAD MARATHON – REQUEST FOR SPONSORSHIP

Discussion took place on Halstead Town Council supporting the Marathon.

Members agreed to allocate £528 from the 2015/2016 budget to sponsor portable toilets

 

92. HALSTEAD TEMPLARS RFC – REQUEST FOR A GRANT

Members considered whether to make a grant to Halstead Templars or buy the equipment themselves for use at the sports ground for other groups to use as well.

Members agreed to purchase the equipment for Halstead Town Council to be available for other sports groups

 

93. EXCLUSION OF PUBLIC AND PRESS

To give consideration to adopting the following resolution: – “That pursuant to the provisions of section 1 (2) – of the Admission to Meetings Act 1960, in view of the next item to be conducted, the press and public to be excluded from the meeting.”

 

94. EMPIRE THEATRE LEASE

Members discussed the state of repair of the theatre which is leased to Braintree District Council and other aspects of the current arrangements.

Members agreed that the Town Clerk approach Nicola Beach at Braintree District Council to arrange a meeting between officers and member of HTC and BDC

 

 

Chairman closed the meeting at 9.22p.m.
