The Chairman, Councillor D Hume, welcomed the public and Councillors to the meeting.
1.APOLOGIES FOR ABSENCE
Apologies for absence were received from Cllr Mrs H Catley; Cllr A Munday; and District Cllr Mrs J Sutton
2. MINUTES
The Minutes of the Annual Town Meeting held on 18th April 2013, having been previously circulated, were approved.
3. MAYOR’S REPORT
Cllr D Hume gave a report on the civic year 2013/2014 (copy of report attached to Minutes). Cllr Hume noted that the fun run for this year would be held in September.
4. DISTRICT COUNCILLORS’ REPORTS
Cllr M Fincken gave a report on the work of the District Councillors (copy of report attached to Minutes). Cllr D Hume thanked the District Councillors for their work.
5. COUNTY COUNCILLOR’S REPORT
Cllr J Pike gave a report on his work as County Councillor for Halstead (copy of report attached to Minutes). Cllr Pike noted the support for the bypass, as only 50% wanted it originally, and stated he was grateful that the District members had kept the line on the map.
6. POLICE REPORT
PCSO B Edwards reported on the statistics for March and April. He stated that the biggest problem had been house burglaries, but the police made an arrest of a person who is currently in custody. He reported that there had been no house burglaries in Hallstead this month. He noted that most crime is committed during daylight hours 9am to 4pm and asked that any sighting of suspicious behaviour is reported to the Police. PCSO Edwards announced that the surgeries have been stopped as due to austerity and change, it was felt that it was a waste of man hours. He did note that the Speedwatch is still building up, with four to five parishes taking part, and there will be two more Speedwatch days next month. PCOS Edwards asked if there were any questions. Cllr Mrs J Allen asked if he had heard about burglaries in Earls Colne, using a marker of shopping left on the doorstep. Although he had not heard of that particular marker, he stipulated that if there is any doubt about contacting the police, you should call 999 as they would rather go out and find everything all in order. Cllr Mrs H Catley stated that when anything happens, PSCO Edwards works really well, but Halstead need extra men on the beat, a view shared by Cllr Mrs L Hilton, who also felt there were insufficient beat officers.
PCSO Edwards left the meeting.
7. COMMUNITY HALL
Cllr Mrs J Pell gave a report on Halstead Community Centre Charitable Trust (copy of report attached to Minutes). Cllr Mrs Pell noted that transfer of the land may have a covenant attached so that it will return to the ownership of the donor if the Community Hall is not built. Cllr D Hume expressed his thanks to the Trustees for their hard work.
8. PUBLIC QUESTION TIME
Mr Hook complimented the Council on their work.
