Halstead Town Car Parks
Halstead Town Council provides 2 pay and display public car parks providing parking for more than 150 cars. We also have two car parks which are permit only as follows: Rosemary Lane – 20 spaces between 8.00am and 6.00pm Monday to Saturday, Hedingham Road – 16 spaces between 8.00am and 6.00pm Monday to Friday. At other times they may be used free of charge by anyone.
Wide designated Disabled bays are available in some car parks. Disabled Badges should be displayed at all times if using a designated Disabled Bay. Normal car park charges apply to disabled bays.
On street parking in Halstead is managed by North Essex Parking Partnership
The pay and display car parks are located in Butler Road – 42 spaces and Chapel Street (behind Sainsbury’s) – 110 spaces. Charging period Monday to Saturday 8.00am to 3.00pm
Charges:
From 1 April 2022 the charges are as follows:
0-90 mins hours £1.00
90 minutes -3 hours £2.00
3-6 hours £3.00
Over 6 hours £5.00
When parking in Chapel St you can claim 1 hour refund when you spend £15 in Sainsbury’s, excludes cigarettes, tobacco, stamps, cashback and all lottery and scratchcard purchases.
There are also four electric charging stations for use of charging electric vehicles only. The stations are owned by InstaVolt.
Parking can also be found in Tesco car park – 173 spaces, which entitles people to park 2 hours free of charge (no return within four hours)* and the High Street – 58 spaces, for an hour.
A scheme of ‘FREE AFTER 3’ operates in Town Council Car Parks.
* Tesco now manage the Weaver’s Court car park and have yet to clarify if these same rules will apply. For any queries, please seek information directly from them until the new details are published.

Payment for an Excess Charge Ticket
Payment must be made within 14 days of the date of issue shown on the ticket. If payment is received within 7 days of issue, a reduced charge (as shown on the ticket) will be accepted in full settlement.
Payment can be made in person at Halstead Town Council, Queens Hall, Chipping Hill, Halstead CO9 2BY
By Telephone with a valid credit/debit card on 01787 476480 (Monday to Friday 9.00am – 4.00pm)
By Cheque or Postal Order, made payable to Halstead Town Council. Please ensure you include your name, address, vehicle registration and Excess Charge Ticket number. A receipt will not be issued unless specifically requested and a stamped addressed envelope is included with your payment. A receipt is conditional upon the cheque being honoured. Post dated cheques and part payments are not accepted.
Appeals
No telephone appeals can be accepted. Any correspondence regarding an Excess Charge Ticket must be made in writing, to be received within 7 days of the issue date.

Please quote the Excess Charge Ticket number and include your full name, address and contact details.
If an appeal is received within 7 days of the date the ticket was issued, the reduced charge will be held until a decision has been made.

Chapel Street car park has four charging stations, owned and managed by InstaVolt
The charging stations are for charging electric vehicles only. A pay and display ticket is not required to use the stations, but vehicles must vacate the bay when finished charging
The stations are not pay and display parking bays and vehicles parked and not charging may be issued with an excess charge ticket.
