105. DECLARATION OF INTERESTS
Cllr D Hume declared a non pecuniary interest in Agenda item no. 5 Planning 15/01349/FUL as the applicant is known to him and a non pecuniary interest in Agenda item no. 9a List of Payments to be approved, as he is the Courtaulds Sports Ground Committee secretary
Cllr Mrs S Diver declared a non pecuniary interest in Agenda item no. 5 Planning 15/01338/FUL as it is very close to her home address and a non pecuniary interest in Agenda item no. 9a List of Payments to be approved, as she is a member of the Courtaulds Sports Ground Management Committee

106. PUBLIC QUESTION TIME
Mr Lister told members that he received a parking ticket at Solar car park, as he returned within four hours of a previous visit; he appealed the ticket but the appeal was not upheld so he approached the Co-op Manager to complain. He stated that East of England head office issued him a refund of the excess ticket charge. He stated that the issuing of tickets in this car park is causing people to travel elsewhere to shop. He stated that he would like a ticket machine put in the car park to monitor the time of arrival and departure. Cllr D Hume explained that Halstead Town Council do not own the car park and are managing it on behalf of the owners, East of England Co-op and although he sympathised with Mr Lister receiving a ticket, we are enforcing East of England Co-op’s rules. It was pointed out by Mrs K Cooper, Finance Officer that there is clear signage in the car park stating the rules and a ticket machine was not required. Cllr Hume gave his support to Mr Lister if he writes to East of England Co-op.

15/01000/FUL – Former Courtauld Boiler Building Factory Lane West Halstead Essex CO9 1EX – Change of use of existing former Courtauld boiler buildings to create 26 flats together with landscaping and car parking
Proposed by Cllr A Munday and seconded by Cllr D Gronland that members raised no objection to the flats but request that any Section 106 contribution should go to the Community Hall and Youth projects within the town – Cllr C Fox abstained – carried.
15/01312/FUL – Central Park Warehouse Colchester Road Halstead Essex – Erection of 104 residential dwellings, including affordable housing with associated new access, landscaping, equipped play area and infrastructure
Proposed by Cllr A Munday and seconded by Cllr C Fox members raised no objections as long as there is provision for bus services within the development, the roads are able to take refuse lorries, that there is an assurance that as many trees as possible located within and around the play area are retained and that any Section 106 contribution should go to the Community Hall and Youth projects within the town – carried

109. MAYOR’S APPOINTMENTS AND ANNOUNCEMENTS
Cllr D Hume stated that he has attended the following events that were not listed on the report.

13th November – Assembly at Richard de Clare School
14th November – Halstead Choral Society Concert
Cllr D Hume will be attending the following events that were not listed on the report
17th December – Halstead Tea Dance Christmas Dance
25th December – Christmas Cake to Halstead Hospital
Dates are yet to be arranged for delivery of a Christmas cake to Gladys Malpass House and Symonds Court.
Cllr D Hume expressed his sympathies for the tragic events in Paris on Friday 13th November.

113. YOUTH
Cllr A Munday gave a verbal report. He stated that the Youth Council has met recently. He said the Youth Council took part in the Guys in the Park and will be having a tombola stall at the Christmas Fayre on 28th November and is arranging a HYPE night for February 2016. He said they now had two new members. It was suggested that the Youth Council submit a written report to Full Council and this could be carried out by their members.

114. TOWN TEAM
Cllr M Radley reported that the Christmas Fayre brochure has now been produced and is looking for support for marshalling on the day. He questioned whether the market now needs to be included in the budget and said there is a need to discuss how Halstead Town Council will physically provide support to the market. He said there was a misunderstanding regarding the Town Tours. Cllr Hume confirmed that Halstead Town Council would undertake mail shots to the coach companies.

115. COUNCIL COMMITTEE STRUCTURE
Cllr D Hume outlined the recommendations from the previous meeting. Cllr Mrs J Pell suggested keeping the current frequency of the council meetings and not to have a separate planning meeting
Proposed by Cllr Mrs J Pell and seconded by Cllr C Fox to have a quarterly budget seminar for all members to attend to monitor the finances – 4 councillors voted for, 4 councillors voted against – not carried
Proposed Cllr Mrs S Diver no member seconded – a budget seminar to look at finances six weekly – not carried
Proposed by Cllr M Radley and seconded by Cllr Mrs E Penn to form a Finance Committee of all councillors with a Chair and Vice chair as part of full Council meetings – 7 councillors voted for, 2 councillors, Cllr Mrs J Pell and Cllr C Fox voted against – carried
116. SENIOR CITIZENS OUTINGS
Proposed by Cllr Mrs J Pell and seconded by Cllr A Munday to:
Run the trips again in 2016, increase the cost of the trips to £11.00 for Halstead residents and £16.50 for non residents
Accept the quotation from Kings Coaches
Go to Greenwich and Norwich town destinations and Broadstairs, Margate and Southend seaside destinations- carried
117. FREE CAR PARKING ON 28th NOVEMBER 2015
Proposed by Cllr Mrs J Pell and seconded by Cllr A Munday to give free parking on 28th November 2015 from 10.00am onwards – carried
118. EXCLUSION OF PUBLIC AND PRESS
To give consideration to adopting the following resolution: – “That in view of the confidential nature of the business about to be transacted and pursuant to the provisions of section 1(2)-of the Public Bodies (Admission to Meetings) Act 1960, as amended, the public and the press be temporarily excluded from the meeting”.
