027/26 APOLOGIES FOR ABSENCE
Cllrs Atkinson, MacAndrews, Preston, Smith and Warren sent their apologies due to work commitments. Cllr Munday sent apologies as a member of BDC Planning committee. Cllrs McCoyd and Pell sent their apologies for personal reasons.
028/26 DECLARATIONS OF INTERESTS:
Cllr Fincken declared an NPI item 4 as a member of BDC planning committee and the Local Plan subcommittee. He stated that he would not take part in the debate.

This planning matter was brought to the attention of HTC by the Chairman of Greenstead Green and Halstead Rural Parish Council
Cllr Bond proposed, seconded by Cllr Hilton, that the detailed comments made by Greenstead Green and Halstead Rural Parish Council on 28/05/2026 remain a concern. The applicants have submitted further information in response to those comments, but HTC does not have the expertise to comment. This was agreed with 1 abstention.
